Suggestions of Recruiting High-caliber Talents From Abroad

I. Key areas to recruit talents: Based on improving the industrial structure, combining industry and study, and promoting the transformation and industrialization of the important practical scientific achievements, in order to combine the development of the following 8 important industries and projects such as coal, new energy, automobile, non-metallic new materials, electric transmission and transformation, chemical industry, food, modern logistics, textile and garment,

we focus on recruiting high-caliber research talents, enterprise operation and management talents and versatile talents in the following areas: photovoltaic silicon materials, inorganic composite materials, new building materials, automobile manufacture, fine chemical industry, fruit and vegetable processing, dairy product manufacturing and textile industry informatization and actively introduce talents of tourism marketing, urban planning and construction and culture creativity to meet the need of construction of famous international tourism city. 

Ⅱ. Reference Conditions: The talents we recruit from abroad should be below 60 years old and can start a business or work for the employer over 6 months ( not including the provincial employer or above) in Tai’an jurisdiction and meet the following conditions:

1The first level talents: The talents should get the doctor degree or master degree from abroad or have been the professional assistant professor or above in the foreign colleges and universities or scientific research institute or have over three years work experience in the international famous company or financial institutions or get better achievements and influences for tourism marketing, urban planning and construction and culture creativity. The first level talents the colleges and universities or scientific research institute introduced should possess the first-rate research ability or get important science and technology award in home and abroad or master important experiment skills or have key technology of science and engineering construction. The first level talents introduced by the company should have major research results which can promote independent innovation or upgrade technologies and products or have rich experiences in financial management and capital operation. The first level talents introduced by various industrial parks should possess the following conditions: having overseas startup experiences or being the medium-high management positions in international famous companies, knowing the international rules of related areas well with the operation and management ability, having independent intellectual property rights and patent of invention and technological achievements with international or democratic advanced level, having the market potential and the ability of industrialized production, occupying above 5096 of the venture capital investment with personal capital (including technology appraised as capital stock) or overseas follow-up investment.

2. The second level talents: The talents should get the doctor degree or master degree from abroad or have been the professional researcher over 2 years in the foreign colleges and universities or scientific research institute or have over 2 years work experience in the international famous company or financial institutions with  research and development ability or get some influences for tourism marketing, urban planning and construction and culture creativity.

3.The third level talents: The talents should get the bachelor degree and have the experience of being researcher in the foreign colleges and universities or scientific research institute or have certain development potential for tourism marketing, urban planning and construction and culture creativity.

 

Ⅲ. Ways of recruiting talents: Insisting on the principle of “not asking having but using” to recruit high-level talents from abroad, we should adopt flexible ways to expand the channels of recruiting talents such as establishing a company, working for full time or part time and carrying out cooperation and research. We activly encourage the high-level talents to choose the following ways to seek development and service in Tai’an:

1. To set up a high-tech company or an economic entity with independent intellectual property, advanced technology, and promising industrialization of research results in the ways of technology appraised as capital stock or investment.

2.To carry our cooperation and research or establish cooperation and research development base with colleges and universities, scientific research institutes or companies in advantage of advanced science technology, equipments and funds.

3. To be employed as the head of scientific research or high-level management position in the local companies, municipal colleges and universities, scientific research institutes, medical institutes, financial institutes, professional service organizations, key laboratories, engineering technology research centers,postdoctoral scientific research stations and so on.

4. To be employed as the high-level management positions or technological positions of the important engineerings or key projects.

5. To be in Tai’an in other ways and service for the local economic and social development.

Ⅳ. Improvement and guarantee measures: Tai’an municipal government set up special support funds for recruiting high-level talents from abroad to innovate or start a new business and provide funds for the first and second level recruited high-level talents from abroad in accordance with the following regulations ( The amount of the funds provided for the second level talents is one-third of the first level talents.)

1.      Tai’an municipal government would provide RMB 500,000 to RMB1000,000 as the start-up capital for those who establish high-tech companies in Tai’an with the projects of independent intellectual property rights, international advanced technological achievements filling the domestic blank, high scientific and technological content, good market potential and industrialization conditions. And it would also provide one-off RMB300,000 to RMB500,000 as the family allowance for the excellent leading high-level talents who establish high-tech companies and settle in Tai’an.

2.       With argumentation and examination, Tai’an municipal government would provide RMB 500,000 to RMB 1,500,000 for the companies that are engaged in the local key industrial areas with the scientific development projects and hold or controlled 20% shares by the talents recruited from abroad.

3.      Tai’an municipal people’s government will provide 50% of the loan interests for the high-tech products with market demand when they apply for the bank loans because of lack of circulating funds during the industrialized production. The total amount of the loan interests provided by the government will not be over RMB1,000,000 and must be less than 2 years.

4.      With the concerned departments’ examination and verification, Tai’an municipal people’s government will provide 50% of the individual income tax remained in Tai’an each year as subsidies when the talents introduced from abroad start their career in Tai’an. The amount of the subsidies will be not over RMB 150,000 each year and must be less than 5 years.

5.       For the chief engineering technologists and high-level management talents of the important scientific projects and engineering projects in Tai’an, Tai’an municipal people’s government will provide some subsidies in proportion according to the scientific research funds provided by the employer after the concerned departments’ examination and verification. The amount of the subsidies will not be over RMB 300,000.6

6.       For the talents recruited as the leaders of scientific research or high-level managers by local companies, municipal colleges and universities, scientific research institutes, medical institutes, financial institutes, professional service organizations, key laboratories, engineering technology research centers, postdoctoral scientific research stations and so on, with the concerned departments’ examination and verification, the employer should rent an apartment with about 150 or provide rent subsidies for them if they plan to live in Tai’an.

7.      For the talents recruited as the leaders of scientific research or high-level managers by local companies, municipal colleges and universities, scientific research institutes, medical institutes, financial institutes, professional service organizations, key laboratories, engineering technology research centers, postdoctoral scientific research stations and so on, Tai’an municipal people’s government will provide them work subsidies up to RMB 5,000 each month.

8.       For the talents recruited as the leaders of scientific research or high-level managers by local companies, municipal colleges and universities, scientific research institutes, medical institutes, financial institutes, professional service organizations, key laboratories, engineering technology research centers, postdoctoral scientific research stations and so on, with the concerned departments’ examination and verification, Tai’an municipal people’s government will provide them 50% of the individual income tax remained in Tai’an each year as subsidies during their stay in Tai’an.The amount of the subsidies will be not over RMB 150,000 each year and must be less than 5 years.

     The talents can apply for the funds from the municipal finance bureau again besides the provincial or national funds support if they are in the list of the provincial or national talents introduction plan. The concerned departments of all levels should preferentially provide scientific funds and industrial development support funds for the governmental departments that apply for recruiting talents from abroad and used to develop science and research or innovation projects and should preferentially recommend the introduced talents to join the national or provincial academic organizations and attend the competition of the young and mid-aged experts who have outstanding contributions to Shandong Province and other governmental competitions with rewards and should provide office and laboratory, scientific research equipments for the talents and make efforts to create good environments for the talents’ better work.

We can clear lines of responsibility, right and obligation in the contract or treaty with the high-level talents recruited from abroad to lay a good foundation for their role to play. We should fully trust the the high-level talents recruited from abroad and dare to put them on the important positions then they can have real power and obligation and give full play to work. The first high-level talents introduced by Tai’an can be honored as “top-notch talent of technical expertise of Tai’an ” and enjoy the concerned treatment. The talents can be recommended to be the leaders of the municipal colleges or universities, scientific institutes or local state-owned companies and can apply for the concerned high-level technical expertise position directly. And they can take charge of the important scientific projects and engineering projects and participate in the consultation and assessment of important projects or important scientific research plan and the municipal key construction. If it has enough reasons, we can also establish projects for the talents. If the talents are employed as leaders, they have the rights to decide the use of scientific research funds including the human cost within the limits of the duties, to adjust the research contents or the technical route according concerned regulations, to decide the appointment of the project team, for which agreement working system is allowed and will not be restricted by the total wages and cost proportion of the scientific research.

All the counties and districts and municipal departments should draw up concerned policies combining their own situation and provide fund and policy support for the work of recruiting high-level talents from abroad under their jurisdiction and should actively encourage the employer to provide corresponding

matching funds in proper proportion for the talents. The talents should share the projects and policies according to the recruiting plan, which means the higher level talents can enjoy the support policies set up for the next level talents and if the next level talents make outstanding achievements, they can be brought into the higher level on time.

V. Adopt Workable Preferential Treatment and Provide Favorable Environment

1. Stay, exit and entry and settle-down: The spouse or unmarried children of the recruited high-caliber talents can settle down in Tai’an. The applicant can take the certification provided by the company, the individual application and concerned documents to apply for settle-down in the local police sub-station. The Police Sub-station should finish all the procedure within 20 days. The talents can apply for the Residence Permit of Tai’an according to the concerned policies and enjoy the concerned preferential treatment. The spouse or unmarried children can apply for the multiple entry visa valid for more than 2 years but within 5 years. The applicant should take a photo in the exit and entry administration authority and provide the concerned documents. With all the documents, the administration authority should provide the visa within 5 days. If in emergency, it should be finished between 1-3 days.The talents and their spouses or unmarried children can apply for residence permit of Tai’an valid for more than 2 years but within 5 years. 2、Health Care and Insurance. The talents can apply for special Health Care Card and enjoy the related medical treatment. They can also have the chance to join in holiday visit, health care and physical examination organized by the Municipal Party Committee Organization Department for the talents. The administration department of social insurance should set up a special window for the talents and provide reservation service, business inquiry and convenient service to insure that all kinds of insurance can be effected on hand. The talents can enjoy the priority of dealing with social insurance, such as account registration and online business and enjoy one-stop service.

3. The employment of the spouse and school for the children. If the spouses of the talents would like to work in Tai’an, the company or institute who employed the talents should provide jobs for them. If they can not be employed, the company or institute should provide living allowance according to the average wage. If the children of the talents would like to study in Tai’an, no matter they are Chinese or foreigners, they can choose to study in the public middle and primary school or kindergarten. The municipal education bureau should help the talents to deal with the procedures. Besides the fees according to the government regulations, there will be no more charges. If the children of the talents choose the private schools (or kindergartens), the municipal education bureau should help the talents to deal with the procedures.The children can be given 10 points if they attend the local senior high school entrance examination.

4.Registration of industry, commerce and tax. If the talents want to register a company in Tai’an, the concerned departments should undertake the registration immediately for them and finish it within limited-time. The annual inspection of the companies can be checked online and there are no registration fees and production cost. The industrial and commercial registration can be undertook for free and finished one time immediately. The information resources about the industry development and registered companies are free for the talents and provide consultation service for them to make investment decision.The talents can enjoy the priority of tax registration to start a company and one-stop service.If all the documents are eligible, the concerned department should finish all the procedure within 5 workdays.
